OFAC enforcement actions: every civil penalty since 2003

How OFAC enforcement works
OFAC enforces US sanctions through civil penalties under the statutes behind each sanctions program — the International Emergency Economic Powers Act and the Trading with the Enemy Act among them. When it finds an apparent violation it can issue a penalty, agree a settlement, or record a finding of violation with no money changing hands; each outcome is published with a web notice describing the conduct, the sanctions program involved and the factors OFAC weighed. Those notices are the most practical guide to what OFAC expects of a compliance program.
Many cases share a pattern that screening addresses directly: payments or shipments that reached a sanctioned party, a sanctioned jurisdiction, or a customer whose identifiers matched a listed entry but were never checked. A sanctions screen at onboarding and before each transaction — against the SDN list, the Consolidated list and sanctioned jurisdictions — is a control those notices return to again and again.
This tracker reproduces OFAC's published tables and links to every web notice; it is not an official source, and the notice itself is what to cite. OFAC's tables carry the date, party, number of penalties and total for each action; program and violation details are in the notices.
